Infrastructure Ontario Service Provider and Vendor of Record Update

Infrastructure Ontario (IO) has provided the OGCA with an update regarding the imminent transition of two (2) major service provider contracts in support of maintaining and modernizing the Ontario government’s General Real Estate Portfolio (GREP). 

In 2023, following open and competitive processes, IO awarded new Master Service Agreements for:

  • Real Property Services (RPS) to BGIS Canada and
  • Project Management Services Provider (PMSP) to Colliers Project Leaders. 

Real Property Services contractor provides a wide range of services, including: 

  • day-to-day property management, 
  • small works delivery under $50,000, 
  • asset renewal works (low and medium complexity projects typically under $1 million),
  • capital planning, smart building technology, occupancy planning, energy and environmental management, strategic sourcing, and vendor management as well as lease administration. 

Project Management Service Provider manages a variety of high complexity capital repair and ministry-funded projects with a capital value of up to $20 million. The contract will include: 

  • program management, 
  • project delivery,
  • corporate support, and 
  • provision of technical services. 

Both contracts take effect on April 1, 2024.

Vendor of Record (VOR)

Under their respective Master Service Agreements, both BGIS Canada and Colliers Project Leaders will be establishing and managing VORs in accordance with IO policies. IO’s current VOR lists expire in 2024. Both service providers are required to follow IO’s Procurement Policy

As part of the transition plan, both service providers have, or will be, engaging in outreach to the following Industry and professional associations to provide advance notice: 

  • Ontario General Contractors Association (OGCA) 
  • Local Construction Associations across Ontario 
  • Ontario Association of Architects (OAA) 
  • Professional Engineers Ontario (PEO) 
  • Canadian Aboriginal and Minority Supplier Council (CAMSC) 
  • Women Business Enterprises Canada Council (WBE Canada) 
  • Canadian Council for Aboriginal Business (CCAB)  
  • Canada’s 2SLGBTQUI+ Chamber of Commerce (CGLCC)   
  • Inclusive Workplace and Supply Council of Canada (IWSCC)   
  • Afro-Canadian Construction Association (ACCA) 

Additionally, both service providers have, or intend to, advertise on MERX, and continue to communicate directly to current Vendors of Record. 

BGIS has already initiated the prequalification process for its VOR lists (general contracting services, engineering and technical services, and architectural and interior design services). BGIS expects to have evaluated and finalized its vendor lists shortly. BGIS also intends to reopen its VOR every six months to enable additional service providers to prequalify for the program. Colliers will also be managing a VOR process, per the scope of their contract and in accordance with IO policy. Colliers intends to issue its own call on MERX for pre-qualification for their VOR lists imminently.
