The WSIB to Phase Out the Second Injury and Enhancement Fund (SIEF)

The Workplace Safety and Insurance Board (WSIB) has announced that it is phasing out the Second Injury and Enhancement Fund (SIEF) following the completion of a value-for-money audit of the program.

According to the WSIB, the audit found that the fund no longer functions as originally intended. Also, according to the WSIB, SIEF no longer effectively removes employment barriers for workers with pre-existing disabilities, nor does it support the return-to-work and recovery outcomes required in today’s workplace. The review also concluded that the program no longer provides meaningful or equitable premium relief to employers and has not kept pace with significant changes to claims management and premium administration since its introduction in 1945.

Key Dates and Changes

Effective June 16, 2026, the WSIB amended the SIEF policy and began the process of phasing out the program.

  • The WSIB will continue to accept new SIEF applications submitted on or before July 16, 2026.
  • All applications received by that date will be reviewed using WSIB’s streamlined eligibility process.
  • Existing SIEF credits that have already been approved will continue for the duration of the applicable claims.

No Impact on Worker Benefits or Support

The WSIB has emphasized that SIEF is an accounting mechanism that affects an employer’s premium calculation only. The fund has never determined the care, benefits, or support provided to injured workers.

As a result, the discontinuation of SIEF will not affect how worker claims are assessed, managed, or supported.

Focus on Return-to-Work and Prevention Programs

The WSIB states that ending SIEF will allow the organization to focus resources on programs that deliver stronger return-to-work and recovery outcomes while providing greater value for the premiums employers pay.

This includes:

  • Working with employers to identify suitable and sustainable modified work opportunities for injured workers.
  • Supporting businesses in implementing lasting workplace health and safety improvements.
  • Expanding participation in programs such as the Health and Safety Excellence Program, which helps employers strengthen health and safety practices while providing opportunities to earn premium rebates.
